About the project

IVCC-ECU Climate Change Vulnerability Index for the cities of Loja (Loja Province) and Santa Cruz de Galapagos Island (Galapagos Province), Ecuador. It is part of the LAIF program on Cities and Climate Change in Latin America.

 

Objectives

This European Union initiative, implemented by AFD – French Development Agency and CAF, aims to promote low-carbon and climate change resilient development in Latin American cities through: (i) strengthening CAF’s climate tools, so that climate aspects are more integrated into the project financing process; (ii) raising awareness of Latin American local governments on climate change aspects and strengthening their capacities in the definition and implementation of low-carbon and climate change resilient development plans and; (iii) identifying and financing urban projects with “climate co-benefits” in countries of the region.

Methodology

The methodology followed for this project has been developed through the design of collaborative and participatory processes through the following process:

  1. Analysis of climate vulnerability, hazards and risks, including environmental, territorial, economic and social dimensions;
  2. Identification and prioritization of strategic lines for adaptation to Climate Change;
  3. Construction of the Climate Change Adaptation Plan;
  4. Drafting Concept Notes for the Green Climate Fund;
  5. Results approval workshop;
  6. Capacity building workshops for climate risk management and improvement of urban and population resilience.

FICLIMA, the statistical regionalization methodology developed by FIC, was used to simulate future climate at the local scale.
